    GOGIG Vacancy –Project

    Finance and Grants Manager

    Ghana Oil and Gas for Inclusive Growth (GOGIG) is a DFID funded programme designed to help Ghana make the most of its oil and gas resources. The  programme  provides institutional  support to state institutions  involved in the management  of the  sector and to civil  society  to promote effective non-state overnight  of the sector.

    GOGIG  is seeking  to appoint a Project  Finance and Grants  Manager (PP&GM) to lead on all financial aspects  relating  on the projects and grants. Reporting  to the Finance  and Administration  Manager (F&AM) (with  periodic oversight  from the Team Leader and the  Programme Manager), the specific  responsibilities  are as follows:

    Financial oversight–Review project budgets and recommend to the Team Leader (TL) for approval.

    Financial systems and processes-

    • Ensure full compliance with existing systems and support further development of project finance and grant management systems.
    • Provide input as required by the F&AM to prepare monthly cashbook.

    Forecasting, expenditure and budget tracking

    • Prepare forecasts for project and grant activities in collaboration with team members.
    • Track monthly project expenditure and report performance against the agreed plan as well update  of the programme budget  tracking tool
    • Collect and analyze data needed to report against Value for Money (VIM) indicators

    Audit and Compliance

    • Ensure compliance with the GOGIG Finance  manuals and grant  making  procedures
    • Conduct expenditure  verifications and spot  checks on grant  expenditure
    • Lead implementation of audit recommendations relating to project finance management.

    Procurement– Lead project related procurement processes, ensuring full compliance with GOGIG’s procurement procedures.


    Grant Management

    • Conduct duediligence assessment  of potential grant  partners including  preparing a due  diligence report  with  key findings, recommendation and a plan for any actions.
    • Provide guidance to grant partners on grant requirements, including financial reporting and eligible expenditure.
    • Review and approve budgets and financial reports submitted by grant partners.
    • Conduct expenditure verification of grant partners financial reports and approve fund requests and invoices.

    Undertake any duties as requested by the TL or programme Manager.
