SPECIFIC PROCUREMENT NOTICE REQUEST FOR BIDS (2^NDADDITIONAL FINANCING)

SUPPLY AND INSTALLATION OF 78,000 SMART AMR METERING FOR PREPAYMENT CUSTOMERS IN THE TEMA SOUTH DISTRICT OF ECG (BID No. GH-MOE-20272-GO-RFB)

1. This Request for Bids follows the general procurement notice for this project that appeared in Development Business, issue no. WB 4085-709/07 OF 7^thAugust 2007.
2. The Government of Ghana has received a Credit from the International Development Association of the World toward the cost of implementing the Ghana Energy Development & Access Project (2^ndAdditional Financing), and intends to apply part of the proceeds towards payments under the contract for the supply and installation of 78,000 Smart AMR Metering for Prepayment Customers in the Tema South District of ECG.
3. The GEDAP Secretariat acting on behalf of the Electricity Company of Ghana (ECG) now invites sealed bids from eligible bidders for the Supply and Installation of 78,000 Smart AMR Metering for Prepayment Customers in the Tema South District of ECG.

Briefly the scope includes:

• Supply installation, testing and commissioning of single phase and three phase alternating current (AC) Static Direct Connected & LV CT Operated Watt-Hour with Key-pad based with GSM-GPRS modern based Static Pre-payment Meters along with “Split unit”,  Real Time Clock (RTC) & having facility for Two Way Communication. Meters shall be supplied along with all the necessary accessories to make system completely operational.
• Supply, Install, Test and Commission of Vending Terminals, Meter Control Station (MCS)
• Supply, Installation, testing and commissioning of POS terminals (Hand held Units) suitable for vending of token and compatible with vending system.
• Supply, Install, Test & Commission of Communication network (GPRS, modem, complete with SIM card, to connect the VS to MS through VPN) for online Prepayment Metering system.
• Installation ofservice cables/conductors
• Training of ECG Representative at Manufacturer place and on ECG premises, The bid price shall include the provision  of air ticket, accommodation, meals and in-land travel  for six (6 Nos.) ECG personnel to be  trained at the Manufacturer’s premises
• Maintenance and Rectification of defects on all meters, Vending Stations and Master Control Stations including the software for 1year from the date of installation.

The delivery period shall be 60 days from contract signing and named place of final destination is the ECG-Materials Depot, in the vicinity of BBC Paint Limited on the Obedeka Road, Tema.

The Bid Price shall include all the above work. The Bid price shall also provide for all parts of the work to be completed in every respect for commercial operation to the requirements of the Employer. Notwithstanding that any details, accessories, etc., required for installation and satisfactory operation of the plant are not specifically mentioned in the Document, such details shall be considered as included in the Bid Price.

The supply and installation shall be carried out in accordance with the General Technical Requirements, Material Specifications and Testing and Commission Requirement associated with document contained in the issue Bidding Document.

Bids will be evaluated and a contract awarded for the supply and installation of all items. Bids which do not offer all items and / or requirement will be rejected as incomplete.

4. Bidding will be conducted through the international competitiveprocurement  procedures specified in the World Bank’s Procurement Regulations for IPF Borrowers: Goods Works, Non-consulting Services, and  Consulting Services July 2016 and are  open to all bidders from eligible source  countries as defined in the Guidelines.

6. The bidding document in English may be  purchased by interested eligible  Bidders upon the submission of a written application to the address above and upon payment of a nonrefundable fee of US$200 (for  foreign bidders) or  GHS1,000(For local bidders). The method of payment will be  by cash or wire transfer. The document may be collected  by hand  at the address above for local bidders and sent by email to foreign bidders upon receipt  of payment to a designated account below:

7. Bids must be delivered to the address shown below at or before 10.00hours on 27^thNovember, 2018. Bids must be accompanied by bank bid security in an amount of Five Hundred Thousand United States Dollars (US$500,000.00). Bids not accompanied by Bank Bid Securities will be rejected.

9. Late bids will be rejected. Electronic bidding will not be permitted. Bids will be publicly opened in the presence of the Bidders’ designated representative and anyone who chooses to attend at the address below after Bid Closure at 10.00hours GMT on27^thNovember, 2018
