Dear Dr. Mohammed Amin,
There are rumors, that the version of petroleum agreement making the rounds was not the version of agreement signed between ExxonMobil and the government of Ghana in Accra on January 18, 2018, for upstream operations in the Deep Water Cape Three Points(DWCTP) area .(See agreement here www.reportingoilandgas.org/wp-content/uploads/Exxon_Petroleum-Agreement.-1.pdf )
It is alleged you made comments in a private conversation on the matter and insisted that the version making rounds was not the final version and that there were some modifications before it was signed. It is alleged, you said “citizens can have access only after it is ratified by Parliament”.
Dr. Amin, I recall at the 2016 Africa Oil and Gas Summit in Accra, you vehemently abhorred such practices and urged the Executive and Parliamentarians to share contracts to citizens or seek their views before signing and ratification.
Dr. Amin, are these allegations true? Should citizens wait for the ratified contract when a potential harm could be done? Sir! Citizens of Ghana will want to hear you on this matter.
Citizens demand full disclosure of petroleum agreement now and not later through the petroleum register after it has been ratified.
